How was the Delegate Questionnaire produced?

Rev. Neil Routh explains how the delegate questionnaire was produced.  Rev. Routh explains that the Delegate Preparation Committee had become concerned that delegates were using the original congregational surveys  to set priorities for their work at synod.  This was never the intention says Routh so it was suggested by a consultant that a new synod delegate Questionnaire ( below )should be produced.

The (Congregational and Agency Survey) was designed to get feedback from congregational and agency boards (including the duly elected delegates).  It was to reflect a gathering at which each given board discussed three questions about their collective ministry in this present synod period and what they anticipate will be their challenges and hopes for the coming synodal period.  The final question was a challenge to offer three things Synod should consider for the ministry of the province in the next synodal period.  

The point of this survey was to assist delegates in hearing from their boards and then working with fellow delegates at the first round of gatherings to discern what the common thread from the third question are from across the province in order for the delegates to determine together what we are being led by God to see about our collective ministry for the next synodal period. 

 Steve Wilson and I, along with the Delegate Preparation Committee worked on the survey.  It was turned over to the Synod Planning Committee for review approval.  Technically, the Synod Planning Committee produced the survey.

 The summary of the survey was based on these received by the designated deadline (June 30, 2005).  I compiled it and the Delegate Planning committee reviewed the summary, as well as the entire Synod Planning Committee.  It was distributed by the PEC office in a rough draft form so that it could be in the hands of all clergy by the August Clergy meeting to cut down of postage.  The intent was to get more editing from the entire Synod Planning group before it was distributed.

The Synod Planning Committee understood the purpose of the survey as a tool to facilitate discussion a the delegate gatherings in August and September, knowing that the feedback from the small groups would be key.

 The feedback from the first round of delegate gatherings was collected by Steve and myself, along with the late arriving surveys (post June 30) and were turned over to a consultant.  The consultant suggested that we create a second tool – the questionnaire.  It was clear to the consultant that people were assuming a priority from the survey that was artificial.  Just because 18 or 19 comments were made about polity and organization did not mean it was most important.  Just because 2 commented on youth, did not mean it was an insignificant concern.  The question was drawn from all data collected (surveys and delegate feedback).  It included a place for delegates to declare what theme or issue is most important to him or her.  I drafted the questionnaire, with Steve’s input.
